A referendum on a new AV voting system in the UK will take place on May 5th next year. It isn't full proportional representation which tends to favour a party rather than an individual but may be fairer than first past post (as far as I understand it which isn't too far.)
What's around on May 5 is a stuck Saturn square Pluto, with a controlling Sun trine Pluto and a disruptive Pluto square Uranus plus an upbeat Mars Jupiter in Aries - so you can take your pick. I'd be inclined to suspect NO will be the answer. The UK's 11th house Saturn in Leo which represents the legislature has nothing much aspecting it - and is anyway like the UK very fixed and thus slow to change. Tr Pluto is at that point exactly square the UK Ascendant heading towards the nadir/IC which again feels very stuck.
I would think with tr Saturn also just past the square to the UK Sun most people will think there are other things to worry about.

Just to catch up on David Cameron. He has that panicky, failure-ridden tr Neptune opposition his Mars again late July/ Aug 2010 and repeating for the final time in Jan 2011; with tr Neptune conjunct his Solar Arc Sun into 2011/12. So he's feeling none too solid.
His Government chart will get a shudder of instability or discomfort from mid Aug through to October as the wobbly Saturn opposition Uranus is constellated with tr Uranus back to its' natal position.
The LibDems who are propping up the Coalition to the greater personal glory of Nick Clegg and the discomfiture of most Liberals who dislike Tory policies, are an unhappy bunch throughout. The original Liberal Party chart (31 May 1877) works best for them though the LibDem (7 March 1988) is also OK. The Liberal chart showed huge anger through June with the Coalition coming together and Osborne's Budget slicing thro' their Manifesto policies. That repeats off and on - Dec 10 and thro' 11 as well. Plus as very slumped tr Neptune conjunct Mars come Sept/Oct/Dec 2010. The 1988 chart indicates divisions in 2010; jolts and slumps in 2011; and outright devastation come 2012/13. They may come to regret this exercise. How to lose out while winning power.
